General Lighting by Halogen Lamps?
Can we use Halogen work lights for general lighting on the stage so that camcorder vedio can have sufficent brightness.
For flood lighting on a 15' x 20' stage, what type of bulbs are the best? Can't hire professionals.

I'm a film and television technician and your answer isn't that easy.
What are you shooting on (film or video)? If film, then you need to make sure the film works with the lights. You don't want tungsten film with 4200 halogen lights. If video then what is the color temperature of the other light sources on the stage? Be careful not to mix your lights unless you have some color correction gels on hand.
Also, those work lights are going to be pretty harsh, make sure to throw some diffusion on them. I understand you can't hire pros, but you should definitely buy some diffusion to soften the shadows. Also buy some black wrap, to control the spill, since those work lights usually don't come with barn doors.
Get the highest wattage bulbs that light can take. You want to get as much poop out of those things as possible and if you need to bring the brightness down, then you can buy some cheap dimmers to hook up to them. Its easier to take away light than it is to add light.
Also if you want to bring up the ambient light level, don't shine the light directly on to the stage. Instead, but a big 4ft by 4ft piece of white foam core and shine the light into the foam core and the foam core will diffuse the light and shine it back on to the stage.
