Fluorescent bulb takes awhile to get bright?

I just got an indoor floodlight bulb and it is dim when I turn it on. After a few minutes it brightens up. Is this normal or did I get a freaky bulb?

You are calling a floodlight so are you sure it's fluorescent and not a vapor lamp such as used for street lighting. They have a warm up period. If when it's going and you bump it, the light will go out and after a few minutes will come back on.
I have a compact fluro bulb that does come on very dim and takes a minute or two to get bright and so far it's the only one that has lasted the longest. Something to do with a start-up circuit which many of the cheap fluro lamps don't have. All bulbs, fluro or filament, will last a lot longer if they have a warm-up time. You only have to relate that to a film projector bulb, it comes on very dim to allow the filament to heat before full power comes on.
