really, it depends on your location, your cost of rent, equipment, etc. Basically, you'll need to shuffle your numbers around quite a bit. Create a spreadsheet, make a list of all the things you'll need to pay for on a monthly basis (rent, salaries, equipment, electricity, supplies, food, etc), which gives you all your cost, which you will need to earn every month just to break even.
Now, decide on how much you want to charge for your services. You'll have to guess at how many people will want to attend your shop. Give yourself a high, medium and low option for this. Decide how long you will want to stay open (24hrs? 9-5? afternoon only?, etc). This should now give you the number of computers you will need for you to break even, should they be occupied at all times. It's a lot of numbers chrunching, but trust me, if you do the research beforehand, you'll have a much easier time later.
In regards to fundamentals, look around the area you want to open the shop. Look at your clientele. See how old they are, if they look like they all have laptops already, their income, etc. Student areas are best for internet cafe shops. Students have lots of time on their hands, but not a lot of money. Socializing is important - so make it comfy. Check out some coffee shops for cozyness - they tend to do a really good job. If you are in a student area, ask around to see what they would need when logging on - different areas and schools have different needs.
Basically, get to know your customers. That should give you some great insight on what you need to build for them.
